For a P3 project, NCGPA will issue a Request for Proposals (“RFP”) to prospective development entities i.e., contractors. The RFP will request the prospective contractors to submit design, build, finance and maintain proposals for the facilities described in the RFP. The RFP will describe the design and construction standards that must be met, the communication procedures with NCGPA, insurance and bonding requirements and the selection criteria and the selection process.

A proposal submitted by a contractor must contain both a technical component and a financial component based on the premise that neither the County nor NCGPA will issue bonds to finance the project. The contractor whose proposal is selected will be expected to enter into a “Public-Private Partnership Agreement” with NCGPA.
